Evaluation Process

Competition 2 of NGLS will evaluate troffer conversion (retrofit) kits with luminaire integrated sensors and controls that are marketed as "easy" to install and configure and are intended for contractor set up and configuration without on-site support from manufacturers. The evaluation will consist of several steps:

  1. Prequalification Documentation Review
  2. Installation and Configuration Evaluation
  3. Lighting and Control Performance Evaluation
  4. Ongoing User Evaluation

The first two steps are described in more detail below and will be the focus of the initial, near term evaluation. More detailed descriptions of the longer term evaluation steps 3 and 4 will be provided at a later date.

Prequalification Documentation Review

Prior to acceptance of potential submissions for installation, NGLS will review product documentation to ensure the systems meet the minimum requirements for Competition 2. Documents reviewed will include the completed Intent Form, and submitted manufacturer documents, such as component specifications, marketing materials, installation guides, and configuration manuals. Information on the DLC Networked Lighting Controls QPL will be reviewed for qualified systems. NGLS will also contact manufacturers directly to discuss and clarify any questions that arise during the documentation review.

At the completion of the prequalification documentation review, manufacturers will receive specific information about the space and layout for their submission. See Appendix A – Typical Evaluation Spaces for typical evaluation spaces.

Installation and Configuration Evaluation

The first phase of on-site evaluations will be to review and evaluate the installation and configuration of the submitted systems. The following protocol will be used. Note that this protocol is subject to revision during the evaluation, based on actual on-site conditions.

Installation Evaluation

  1. NGLS/Parsons School of Design (PSD) will provide the following documents to the installation contractor (IC) supervisor based on manufacturer submittals at least one week prior to installation.
    1. NGLS-prepared specific room and existing lighting layout.
    2. Control component installation instructions, if submitted.
    3. Control start up and commissioning manuals.
    4. Control system operation manuals, including photographs or videos, if submitted.
    5. Documentation for configuring tools (e.g. hardware, software, handheld devices).
    6. Troffer conversion (retrofit) kit installation instructions, including photographs or videos, if submitted.
    NGLS will instruct the IC supervisor to use the documentation as he would on a typical job of this scope, but NGLS does not guarantee that the documentation will be shared with the field installers prior to commencement of work.
  1. NGLS/Parsons School of Design (PSD) will deliver boxes provided by entrants. Boxes should contain all information needed for installation and configuration of the system by the IC.
  2. IC installs equipment per plans and specifications, with instruction to reference manufacturer's installation and configuration documents and videos.
  3. IC verifies that all luminaires are electrically powered.
  4. NGLS/PSD Facilities Staff review general conditions and operation.
  5. IC and NGLS judges will evaluate documentation, ease of installation, and overall strengths and weaknesses of each system.

Initial Configuration and Startup Evaluation

  1. NGLS instructs IC to configure the control system according to the manufacturer's instructions using default settings where available. Where no default setting is provided, IC configures to meet NGLS specification.
  2. IC verifies basic functionality, as specified by manufacturer documentation.
  3. IC and NGLS judges evaluate ease/difficulty of default configuration and startup.
  4. Manufacturer representative will be allowed to verify and adjust to achieve proper operation of default configuration before proceeding to next evaluation phase. NGLS team will document any adjustments made by manufacturer.

Control Setting Adjustment Evaluation

  1. NGLS instructs IC to adjust control settings from the default settings to the NGLS specified settings per manufacturer instructions. NGLS verifies control performance meets NGLS specification.
  2. After specified settings are in place, IC will adjust from the specified settings to alternate settings (TBD). NGLS verifies control performance meets the new settings.
  3. IC and NGLS judges evaluate ease/difficulty of adjusting control settings. After control re-adjustment tests are complete, IC will adjust to final settings that meet NGLS specification. NGLS verifies control performance meets NGLS spec.
  4. Manufacturer representative will be allowed to verify and adjust to achieve proper operation per NGLS spec (if necessary) before proceeding to the next phase of a longer-term performance evaluation. NGLS team will document any adjustments made by manufacturer.
